PPWR and Automotive Accessories: What EU Buyers Should Prepare for Now

Foldable automotive windscreen sunshade as a packaged accessory example

For EU automotive-accessory importers and retailers, PPWR makes packaging a sourcing requirement—not a late-stage artwork decision. Collect material, size, weight and technical-documentation data before approving an EU-bound production order.

Regulation (EU) 2025/40 began applying across the EU on 12 August 2026. It covers packaging of all materials and origins, including retail, grouped, transport and e-commerce packaging. Detailed obligations are phased in over time.

Key timelines

From 1 January 2030, Article 10 requires packaging weight and volume to be reduced to the minimum necessary for its function. Article 24 sets a 50% maximum empty-space ratio for grouped, transport and e-commerce packaging from 1 January 2030 or three years after relevant implementing acts enter into force, whichever is later. Article 7 sets different recycled-content requirements for plastic packaging from 2030; classification must be checked for the exact package.

Order-preparation checklist

Request a packaging bill of materials, dimensions and weights for every layer, plastic-material identification, recycled-content evidence where applicable, protection drawings, draft labels, and confirmation of who will hold producer/EPR obligations in each destination country.

FAQ

Does PPWR apply to automotive-accessory packaging?

Yes. It covers packaging and packaging waste of all materials and origins, including retail, transport and e-commerce packaging.

Does every PPWR obligation apply immediately?

No. PPWR applies from 12 August 2026, but major requirements are phased in and some depend on later Commission acts or standards.

Does PPWR ban all large packaging?

No. Protection, safety, handling and legal information can justify packaging. The package must still be limited to what is necessary for those functions.
